WebDB 3.0 Portal Problems

hello there,
has anybody success with installing Portal 3.0 ?

I try to make it on Windows2000 in an Ora8i 8.1.6 in GERMAN. After eliminating the NLS_LANG errors I get the error: Call to WPG_SESSION API Failed.
Error Code: 6550

I am logged in as portal30 user, portal30 password and portal30 connect String, wich is ok in SQL Plus.

Any help would be wonderful
