WebDB 3.0 Install - DLL error

When I try to remove WebDB 2.1 listener, I get the error message: Unable to initialize oranro.dll
I also get this error when I try to upgrade to WebDB 3.0 and it's listener. Then I get an error initializing oci.dll.
Everything within my new install of Oracle 8.1.6 is testing fine.
I think the problem has something to do with registry settings, but I looked and everything seemed to make sense.
Any ideas?
