htp.meta - redirecting url out of frame?

I am using this meta tag and I have to have the url go out of the frame it is presently in - I have tried putting top.location but that caused an error.

htp.meta(chttp_equiv=>'refresh', cname=>NULL, ccontent=>'1;url=product_frame?in_vendid='||in_vendid||'&in_rand='||in_rand||'&in_prodid='||in_prodid||'&in_deptid='||in_deptid||'&in_itemid='||in_itemid||'&in_attributes=y');

I would appreciate any suggestions you may have.
