How to get Forms-Developer 1.6.1 for NT

Hi all,
we are using Forms-Developer 1.6.0 for Windows NT in an application for some years. Now we have problems, which should be solved with 1.6.1. Althoug the Website metalink.oracle.com shows that this version is still orderable, Oracle seems not to be able (they don't want) to deliver it. Is there any way to get it?
