You can create a new DAD (Database Access Descriptor) Follow the next steps:

1)Login in WebDb use web db administrator user
2)Select administer/listener settings
3)Insert a new database access descriptor  settings (like webdb user) but
you must insert Oracle User And Password 4)apply

now replace "WebDB" in your link with the new DAD and try ...
