Oracle Developer 1 (including Forms 4.5) uses PL/SQL 1.1. PL/SQL 2.2 introduces a cursor variable.
So, you must work with Forms 5.0 (PL/SQL 2.3) or 6.0 (PL/SQL 8.0).
