Report Parameter Form over Web

I'm trying to bring up a report with a parameter form in a browser using WebDB. No matter what I try, the report just runs directly, without bringing up the parameter form for data entry.
I tried "runp=", "%P", to no effect. I was expecting for it to automatically bring up the simple form in HTML, ask for input, then continue.
Is what I'm trying to do possible?
Can someone show me a URL string that actually causes this to happen?
