Try Discoverer 3i

We are using it here for our HR department and it seems to work fine (although we are currently using the Beta version). It works off any EULs that you set up using 3.1

The only sticking point is it is not an ultra thin client at the moment and requires that users have JInitiator 1.1.7.18.
