Problem configuring Enterprise Manager

I'm trying to configure the Enterprise Manager on NT, but when I can come to configure the repository the system will not recognise the database configured in Net8. It cannot resolve the service.
The service has been tested in Net8 config, where it works fine.
Any attempt to start the Enterprise Manager fails in the same way.
I've checked tnsnames in Oracle home for Oracle 8 and the Enterpise Manager, and everything looks ok.
Any ideas?
