Passing current user and password to external web application

[Quoted] I need to call , from a PL/SQL stored procedure, an external web application (FORM POST ) passing it the current user and password. The web application use this two parameters to connect back to same ORACLE Database where I'm calling it.

Any suggestions/Comments ?
