Oracle/MSSql Server: Help needed.

Hi,
 We are in need of developing a web application to manipulate the database,  run query or produce custom reports. There are couple of choices: 1. Database resides on Oracle, Use Java web server or some Web server with  Servlet engine, write Java servlets to produce the web application.

2. Use MS Sql server for database along with Visual Basic to develop IIS  applications.

3. Use Oracle 8i along with Oracle Applicatio Server to develop the web  application.
