Server Manager has nothing to do with setting up communications between
Dev 2.1 and PO804... It's all about managing your server (ie creating
databases,
tablespaces, tables, users, etc, etc).
You probably miss the alias on the developer side (assuming all
else (database, listener) is running). Check if you have a network
sub-dir in your oracle_home dir. If you have, dev2.1 will probably use
net2.3.
Add an entry tns_admin with a value of e.g. d:\orant\net80\admin.
Anyway, it should be the one place you want to maintain your network files
in.
If you make it point to net80, all should work OK.
