Sqlldr 8.1.5 will not run on WinNT & 95

Installed Oracle 8i Client on a win nt and a win 95 box.
I was trying to run sqlldr from the dos prompt and got oravsn8.dll not found. Any ideas on why the file did not install. Where can I get it from ? (its not in any oracle dir on the PC)
