Financials FSG and Report 4.5

I have been using the FSG (Financial statement generator) Report writer which is part of the Oracle Financials General Ledger suite. But what is the underlying reporting engine? Is it Reports 4.5 with a user friendly interface, or something completely different?

I would like to try and write a profit and loss statement comparing to actual and budgets using Reports6 but I am not sure whether it is the right tool.
