Hi from France !

tnsname.ora is configured with SQL*Net easy configuration.

It is just a ASCII File that tells that my_db.world is an Oracle server on host dummy (or IP) and that the Oracle Instance is MY_INSTANCE (ORCL by default as far as I remember !)
