WebDB problems: new user, character set

Hi,
running WebDB 2.1 on NT / Oracle 8i, having following problems:

1)I cannot create new user account: after creating in user manager (via original webdb user, which has a DBA role), an error message comes:WWV-12712 - user name not found, ORA- 01403: no data found, generated by
WWV_USER_MANAGER.EDIT_USER. Where is the bug?

2) The display of the Central Europe character set in the browser is not correct: how is the character set handled? Where does it come from: from the NT server or from the database?
