Variables in a URL

I want to pass values to my WEBDB component, but these values are variables that come from my REPORT 6.0 report. For example, p_arg_names =FIELD&p_arg_values=VALUE would pass a literal like 10. How do I get it to recognize this value as a variable, say x and that x had the value of 10. In other words, p_arg_names=FIELD&p_arg_values=VAL(x) or the value of X?????
