Depends what you mean by 'objects' and 'deployed'
You can run a Forms Server form against an HTTP listener from any vendor.
Prior to version 6i you were only able to load balance Forms Server by using Oracle Application Server
If you don't need to load balance then with any of the previous version you can use any HTTP listener.
As for the Application Server part of your question, Forms Server is it's own Application Server designed and optimised to only deploy it's own applications. You cannot take a form (or any element of the form) outside of the Forms Server environment
