Net 8 Configuration

I have installed Oracle 8I EE on my Windows 2000 machine. I am trying to connect to the database using sqlplus or Oracle Forms. How do I setup the Net8 configuration to that I can make a connection. Everything will installed on the same machine, so everything will be local.
