Connecting to Oracle 8i v8.1.5 (win98) via Developer 6.0

I then installed Developer 6.0, which would not allow me to install it with

I can connect to sqlplus using scott/tiger
When I start up forms and try to connect I keep getting a tnsnames error. I have tried to set up tnsnames using netconfig tools but every time I test [Quoted] the connection it fails.
Any help would be appreciated.
