But for development... it's fast and lean and does damn near everything you [Quoted] want it to. And if it doesn't, toadman will probably add it. It has the best code editing environment for Oracle SQL and PL/SQL I've ever used.

Snag the free version and give it a try, or if want all the features, download the commercial version trial. I live by it.

If your work leans towards DBA activities, give DBArtisan a try. It, too, has a trial version (www.embarcadero.com).
