Couple of things:

Memory.
[Quoted] No matter what, you will need more memory. You can't run NT, RDBMS and OAS with 128 M RAM. OAS needs that much just for itself. 512 M might do it, but you might need even more if you want to run OAS and DB on the same machine. Keep the page file twice the size of RAM. Service packs.
It will probably be faster right now to just rebuild the machine. After so many installs/deinstalls the machine must be a mess. OAS 4.0.7.x is only certified with SP 3. Keep in mind, though, that SP 5 is the one you need for NT 4.0 Y2K compliance. This might require that you upgrade to NT 4.0 (SP 5), OAS 4.0.8.1 (skip 4.0.8.0, will save yourself a lot of trouble) and Oracle RDBMS 8.0.5.1 (or whatever else is certified with 4.0.8.1)
