Oracle Designer 6.0 installation

I want to install locally Oracle Designer 6.0 on a box running NT and 8.1.5 server. The release notes recommend installing Designer prior to installing the 8.1.5 database server. Anyone know how to do this without having to de-install the 8.1.5 server.
