Well together with tom_at_nbnet we may have found a solution to this problem. I removed 4.0.7 and installed 4.0.8.1 This gave me some new environment variables, the following is a summary of them all
ORACLE_HOME=/usr/oracle8 ; export ORACLE_HOME ORAWEB_HOME=/usr/oracle8/ows/4.0 ; export ORAWEB_HOME ORAWEB_SITE=www ; export ORAWEB_SITE ORAWEB_ADMIN=/usr/oracle8/admin/ows; export ORAWEB_ADMINORB_HOME=/usr/oracle8/orb/4.0; export ORB_HOME ORAWEB_NAMEROOT=/.:/applications/oracle/OAS; export ORAWEB_NAMEROOT JRE_HOME=/usr/oracle8/ows/4.0/jdk; export JRE_HOME ORACLE_BASE=/usr/oracle8 ;export ORACLE_BASE ORAORB_SITE=www ;export ORAORB_SITE
We think that the ORB stuff is very important and needs to be included or it can't find the applications.
