Here's my order:
Server -
Oracle 815
OEM 204
OAS 4081 Client -
Designer 6, Developer6

If you can change the client to NT client and ditch Windows 98 life will probably be easier.

Remember that Designer want to install in an Oracle home named "Orant" whereas the others don't care.
