Possible to create and use new Look and Feel with Web Forms 6.0?

With Forms 6.0 we can use look and feel (LAF) Oracle or Generic, specified by the lookAndFeel parameter to the applet. Are these two LAFs Java Swing LAFs? If so, would it be possible to create one's own LAF and use that with Web Forms and where would that set of classes have to be deployed (client, server, or both)?
