User Interface for selecting a file

But it would be better if the operator could choose the file - from the set of available files in a directory, with a windows interface. Can some of you give me a hint on these ? Shell I program this window in C, C++ ... Is it possible to make in Forms 4.5, for example, as an added functionality ? I'd thank any help. Thank you.
