Remote connect: ping works, tnsping does not?

(If it does not quickly become obvious, I'm an absolute newcomer to Oracle.)

I'm trying to connect to a client's remote database. (Oracle 7). I've been able to connect, pass security, and map drives to their system. I know the IP for their database, and have set up an appropriate alias.

From the command line I can ping their system, but tnsping times out, and SQL*Plus returns:

ERROR: ORA-12203: TNS:unable to connect to destination

which I suspect is the same error.

Can anyone suggest a reasonable diagnostic path to follow in order to track this down?
