You can do the following:
Write to processes which communicate between an oracle pipe.
The one process is waiting on a pipe, and execute the command which is in
the pipe.
The "normal" Client are sending the command to do through the pipe.
I just know no other way.
PS: Look at the oracle PL-SQL Users Guide. There it is described.
