Oracle Application Server 4.0.7

Everything went ok during installation, but when i try to start some of the tools (the DataBase Browser) or samples, i receive this message:

"Can not service this request, please try again later"

the database is on another PC but all the installation tasks went ok (including table and user creation).
So, what's the problem?
