What is needed for Developer 2000 Server

Hi guys,
We have a web site that uses Oracle Application Server 4.0.8 We are planning to use Oracle Reports 3.0 to create Reports that we can then use over the Web. I think I need to install a Developer 2000 Server or a Report Server. Will that be on the same machine as the OAS or can it be different. Does the Developer 2000 Server work as a cartridge on OAS ?
