Hi Richard,
I might be wrong but if you're installing Dev6 you're making use of Oracle Installer. If you're having an Installer version <= 3.3.1.1.0 and you've tried to install it in 2000, you're having a problem

Set the system clock back to 1999, perform the install, and reset the system clock back to 2000.
Patches
Download the
Y2K Compliant Oracle Installer for Win32 (ver.3.3.1.1.0C) from MetaLink.
Login to MetaLink at http://www.oracle.com/support/elec_sup/
In MetaLink V1 select the Downlaod button to access patches. In MetaLink V2 select the Patches button.
- Select Oracle Installer for the Product and Windows NT for the Platform.
- Click Go.
- Download the readme and patch.
