Call ShellExecute in Shell32.dll with external procedure

Does anyone know, if it is possible to call ShellExecute from Shell32.dll with appropriate Parameters in an enternal function? The purpose is to call ShellExecute with filename and -path of a .html-file. This should open the associated Browser.
