Found this in OTN's AskOracle (dated 12/1/1999):
"The 3.0 release is slated for a December beta with production in March 2000. "
This was also dated 12/1/1999:
"WebDB 2.1 is Production and is available for download on OTN. For 3.0, we are in the process of selecting a small number of partners for a controlled beta release (these Partners have already been selected). Following on from this, (sometime calandar Q1 2000) we will probably have an early adopter program open to a wider audience, before production. There are no more details than that at the moment. "
