Please Help, Report Line moving

We are currently using Oracle Reports 3. I am doing a report with subtotals and then a total. On some occasions my Total Line is moving and printing above my subtotal line. I have tried anchors and changing print frequencies and vertical elasticity properties to no avail. Does anyone know a way to make sure that line always prints below the subtotal line. Any help is appreciated!
