Viewer/Editor for Foreign multicolumn keys

I'm working in Oracle8 Personal to develop a database that will be installed on my customer's server. I find that the Personal edition does not allow me to see and edit foreign keys when more than one column is involved. Oracle Support says that I would need to get Oracle Enterprise manager to do this.
