Forms4.5 performance over WAN advice needed?

I am supporting a Forms 4.5 application running over an worldwide intranet.
Its is a client based Forms 4.5 application to a Unix Server based in the UK.
Clients in Asia Pac are experiencing severe response time problems in the region of ten seconds to get LOV windos to pop up and a new form to open.
Is there anything I can do to improve performance on the clien tside , such as preloading forms / libraries on the client at startup etc. Or increase packet sizes?
Any help would be great. P.S. Bandwidth is fine.
