Oracle Designer Problem

I am using Oracle Designer 6.0 and I keep getting the following error whenever I try to 'create' and application or attach to a schema containing an ERP implementation.

The error is:

RME00011: Operation 'Open' on ACTIVITY has failed.

When I click the more button I get:

RME-00011: Operation 'INS' on ci_application_system has failed

I am connecting as a dba, to an empty schema with an exisiting repository.

Any ideas?
