Database Log In Failed

[Quoted] I use WebDB2.0.5.6.1/oracle 8.0.5 on Linux /RH6.0. After installation of WebDB I have alway the folowing error message when trying to connect through my browser :

"Database Log In Failed

TNS could not resolve service name

Verify that the TNS name in the connectstring entry of the DAD for this URL
is valid."

But I can connect using:
$ sqlplus WEBDB/WEBDB

Any suggestions?
