Modifying WebDB Report Parameters

I have created a report in WebDB and allow users to limit the rows returned by using a Parameters form. The problem is they must either choose the '=' and type in the last name in all caps or choose 'like' and type in a pattern in all caps and then append a '%' sign. If they do not use all caps the report returns nothing.

How do I:
- get the Parameter form to default to 'like'
- force any name or pattern into upper case after the form is submitted
- append a '%' after any pattern.
