Form sizing across various screen resolutions: not working

I've developed a form using a 1024 X 800 resolution and set the coordinate system as real inches. When I run the form on PC's with a different resolution the form does NOT size itself accordingly. Since all sizes in my form are defined in inches shouldn't the form size itself depending on the PC's screen resolution? No matter what the resolution and inch is an inch.
