Problem with Reports with NLS_LANG set

We are having a very annoying problem.
We are running Reports 2.5.5.5.0 on SCO OpenServer
5.5
When we export the NLS_LANG parameter, the reports runtime fails to launch complaining that it could not start the Oracle Toolkit. If NLS_LANG is unset, the problem does not happen.
Any Ideas?
