Hello,
first at all excuse my poor english. I do not know a lot about tnsping, so perhaps I am wrong.
I have seen that tnsping does not work when the machine you want to do a tnsping on it, does not have the listener started, or when you do not have created a service in your sqlnet (tnsnames.ora), and although I have created a service, if I have written the ip address of the machine, I can not do a tnsping to it using its name.

Bye
