Can WebDB work with Personal Edition?

I'm trying to test out 8i as a web server and am playing with Personal
Edition.
Since I would like to test WebDB does anbody know of a way to get them
to talk to
each other? Or does PE lack the "server" capabilities? (I realize it
comes with its own, rather limited "Web Publishing Assistant".
