Alex,

You never have to reinstall Oracle. (Well I never have :-))

Go into svrmgrl and connect. Start the db and then open the db with the following...

ALTER DATABASE OPEN RESETLOGS Personally I would then turn off archive log mode and make sure everything is OK, before resetting everything and switching back on.
