call stored procedures from other language

Hi there
Can any one tell me how I can call ORACLE stored procedures from
other programming languages?
If we have some ORACLE stored procedures on the Server, can we call them
from other language, like VB? The purpose is to have server run some
procedures
to reduce the traffic.
