Pagination in Forms Problem

Would anyone be able to help with this reports problem?

I have a report that contains two default layouts. The first default layout finishes, say, two thirds down the first page. When the report is produced (to screen or printer), the first page is fine, but if the data from the second default layout spills onto a second page, it leaves the top two-thirds of page 2 (and subsequent pages) blank, and just prints on the lower third.

Any help would be greatly appreciated. Support have, as yet, been unable to solve this one.
