The backend could start a shell script which could run sql/plus, or even begin an export.

Another way might be to put a script in the unix crontab which keeps checking for a flagfile. The backend would write the flag file at the proper time, then within 1 minute or less it would launch the script which does the sql/plus or export or VB or whatever.
