Can't connect to the Webdb from other PC

I installed the Webdb 2.0.5.7.1 on NT with Oracle 8.0.5. I can connect it thru the IE on the same NT server, but I cannot connect to it thru the IE on another Win98 ? Why ? P.S. : I can ping that NT server successfully !
