Forms Server Connection Problem

I'm trying to connect to a forms server I just installed and I get a FRM-99999 as a result of a Java error, from some sort of security problem, while trying to open the port (on the same machine). The stack is very long, but the top is
com.ms.security.SecurityExceptionEx[oracle/forms/uiClient/v1_4/net/SocketCon nection.connect]: cannot access "127.0.0.1":9000.

The forms server is running (f50srv32) with port specified as 9000. I've tried the actual IP address rather than the loopback without luck. I added a "quiet=yes" without effect. I've tried on other machines here with same result. I'm logged in as the administrator, although I can't imagine that has any effect. I've tried other ports as well without effect. I'm running IE4.0.

I am not running the application server - I thought it wasn't required. Is this true (I specify absolute path names for all components of applet definition)?
